Effect A enormous column of superheated steam rises from the water, dealing (4d12+26) fire damage to all creatures in the area (DC 28 reflex save). On a critical failure, the creature also takes 1d12 persistent fire damage as the water continues to burn their skin. The hazard then rolls initiative.
